Below are the steps depending on the version of Microsoft Office you are using.
Office 2016+
In Excel 2016 and newer, you can now choose to save a CSV file with UTF-8 directly:
- Click File then Save As
- In the “Save As” window choose Browse
- In the “Save As” dialog click the Save as type drop down
- Select the “CSV UTF-8 (comma delimited) (*.csv)” option
- Click the Save button
Office 2013 and older
Older versions of Excel don't have an encoding option so you must use Notepad to change the file to UTF-8:
- Right click the file and select “Open With Notepad”
- Click File
- Click Save As
- In the “Save As” dialog click the Encoding drop down
- Select the “UTF-8” option
- Click the Save button
